Come on, people raffle stuff away at conferences all the time.  But I'll pass 
your concerns on to the NYC Free Software Chamber of Commerce and the fellow 
that offered the raffle in the first place.  (Haven't heard back from him 
yet).

The Linux World contact has been non responsive on another query (about 
collecting donations for a live CD we would like to distribute).
