No, I've just come back from a conference for my job on how to get money from 
European Commission Research Programs and what I'm targetting here is a 
special fund for organizing workshop for the diffusion of technical 
knowledge. This pool of money is a part of the mobility fund and my guess is 
that it is not fully spend (Researchers tend to spend more money doing 
research rather than spreading the gospel)

As you can imagine getting money from the EC is very complex. The EC doesn't 
want to give money directly to research programs but to create what they call 
"networks of excellency" which means a trans-national temporary organization 
on a broad subject. For example the EC gives money to a network of excellency 
on FLOSS for 5 years with a subproject FLOSS and the professionnal desktop. 
The network has a head (for example Maastricht University) that does the 
administrative work, partners in 10 different European countries (different 
universities or research institutions). If this network is funded by the EC, 
it will get a huge amount of money and has to redistribute it.  KDE e.v. but 
also to SUSE, Mandrake, your company, etc. could ask for funding to the 
expert committee of the network of excellency. The main goal of the EC is to 
make the big decisions but to leave the middle and micro-management of 
projects to others or to say it in a cruder way to dump the over-complexity 
of their bureaucracy on poor unaware souls.

Sadly KDE can't ask directly money to the EC but if a network of excellency on 
FLOSS is in the making we could jump in the train and get some crumbles.
