They don't have control over state agencies, but they publish
recommendations that can be followed. Most often than not, they are.

It's not needed. A law to force the use of free software whenever
applicable (sp?) is being pushed in the congress, but I don't think it
will pass, too many interests envolved. Anyway, the current
administration is only "recommending" the use of free software. It is
forced, so they don't need any reforms to do it. Of course, a
recommendation coming from your boss can easily be understandable as
an order. :-)
