I don't know if KDE will ever become part of the GNU project, proper, but if 
we view all Free Software being part of the same umbrella community and 
supportive of the aims that the GNU project espouses, then I think this is 
more than a proposal: it is the reality of what is happening right now, and 
that has been happening for years.

The KDE project has a strict policy regarding licensing, with software having 
been removed in the past from KDE's CVS specifically because it did not meet 
Free Software licensing standards. I think this shows the commitment to Free 
Software that is inherent in the KDE community. There is also very strong 
pragmatic qualities to the KDE community, but this co-exists with and 
supports rather than fights against the Free Software orientation of the 
project.

I hope that you may also be able to discuss this point of view with others in 
the GNU community, and that it becomes a general sentiment. KDE has shown 
itself to be an outstanding member of the Free Software community in numerous 
ways; having the full support of the Free Software community, then, is not 
only reasonable but good all around.

KDE is in the enviable position of being able to capably self-host its 
development. This is not a trivial achievement, given the huge number of 
developers and users that tax any and all KDE-related resources due to KDE's 
general popularity. Moving KDE to savannah.gnu.org would not only represent a 
major disruption for those developing KDE (and I don't think we want to slow 
down Free Software development in any way), but it would put additional and 
unnecessary burdens on savannah.gnu.org. Those same resources could be better 
used by projects that can't self-host their efforts.

It is very encouraging to hear, however, that KDE is welcome in the GNU 
community! Such mutual respect can only serve to buttress the efforts of 
everyone involved with Free Software.
