'Internal' to nothing.
But (imHo) kind of 'semi-internal': in the meaning that everybody can join
this list but not everybody expects to have the contents published on
another bulletin.
At least I did not expect this when joining this list - and I understood
Fabrice's mail the way that he explicitely *asked* if nobody objects - so
did I, no reason to start teaching me like this:

Fabrice asked for our opinion and I wrote mine, I don't expect that
everybody shares it - but I expect to be allowed to SAY it.
