Hi Charles,
Just a few thoughts. Please consider them to be hypothetical since the
time for this is hardly there yet, but it never hurts to discuss.. 

To minimize shipping costs for physical materials we'd have to place a
point in the center of the Eurozone. From the top of my head that'd be
somewhere slightly east of Paris, maybe Paris itself, I don't have a map
right here.

People there speak French, maybe English but aren't fluent in Swedish,
German, Danish or Dutch. The languages I mention are purely random
examples, I don't know how active the KDE-project is in each of these
countries, but I do see problems with a French printer checking a Danish
text for example. 

I've seen this go wrong with my regular Dutch printer producing booklets
in English. Hyphenation tends to jump when you load an English document
onto a Dutch operating system and that's beyond our control if it
happens on the printer's computer. I was very glad I requested a proof
beforehand. ;-)

To prevent these things I'd say we decentralize per lingual region
wherever possible (where KDE has a legal entity present that KDE E.V.
could delegate this task to), and have KDE E.V. handle the other
language regions legally but through people native to each region to
coordinate any printing effort between KDE E.V. and a local printer.

Local production and distribution also cuts cost and hassle on shipping
and handling, which takes a long time to do internationally, so on
average I think you'd be at the same cost level as with one big printer,
assuming many local printers won't discount as much as a single big one.
Localized materials would still have the advantage of faster shipment,
and be less prone to lingual errors. 

The merits of this should be evaluated against the financial advantages
of a single good deal, but the time for this to become really relevant
seems quite far off yet if you ask me.

An alternative could be to find a really huge printing company that has
different shops all over the world and have KDE E.V. centralize printed
productions globally through them. Sadly most printers of that size are
into rotational print at high cost, mammoth volumes, and very low profit
margins but I could be wrong..
