Just picked up a copy of the March issue of Linux Format and found a 
nice article on KDE it's Newsdesk section (p. 6) entitled  "KDE 3.1 
unleashed."  This issue also includes a  KDE 3.1 CD.

New features mentioned in lead paragraph:
  * complete visual overhaul
  * tabbed browsing in Konqueror
  * increased selection of games
  * Exchange 2000 compatibility for kOrganizer
  * kGet

Two subsections, and the points made.

KDE Usability 
  * quoting UK KDE rep Chris Howells, and SuSE's Markus Rex
  * Kiosk mode

Linux in Government
  * German government
  * egypten project (sp?)
  * KMail S/MIME, PGP/MIME and X.509v3
  * improved OpenPGP
  * address book now supports LDAP and vCard
  * better support of iCalendar standard
