I guess they will, plus some important Linux companies are located there (e.g.
Linux New Media, Europe's largest Linux-related IT publisher. OTOH Microsoft
Germany is located there, too and I guess they couldn't stand their own city
switching.

I guess such "Lobby work" is too common here in germany. As this a company
offering Linux seems to have won a call for bid, I would says it's a
violation, but IANAL.
One hope is the quote of Munich's major during the talk with Ballmer that he
reportedly repeated again and again: "What else can you offer?" :)
