To get a KDE name out, it'll take money.  And according to the same linux 
and main that you just linked to, the KDE League has no money.

Step one is to collect money.  Not just from corporations, but also from 
individuals.  $5, $10, more donations from individuals.  The same way it 
takes many contributors to get the full KDE 3.1 package complete, it's 
doing to take many promo-minded people to get the KDE 3.1 package 
promoted.

And this money has to be collected and accounted for openly, I think, if 
people are going to trust enough to give.  The same site you're linking to 
about LWCE says that the KDE League is careless with money, so the KDE 
League's secrecy may not be the best choice to depend up on for KDE 
promotion.

Step two is to decide what the priorities are.  There isn't going to be 
enough money to fly and accomodate 4 people at 20 different conferences 
worldwide.  So in advance, a list of all the important events needs to be 
made,and volunteers found who will attend them.  Then, where volunteers 
are lacking, money should be spent to fill in the important gaps.  If LWCE 
NY was considered important, then someone could be paid to attend.  
Volunteers are great for many things, but not for guarantees about a 
particular time and location.

Step three is to investigate alternatives to promotion at conventions, 
especially if no money is found.  Simply creating and maintaining webpages 
for more applications, then getting them effectively liked, could make a 
difference.  Buying advertisements could make a big difference.  Anyone 
know how much it costs to buy a full-page ad in the New York Times?
