Are there 16 months in a year ? ;-) In most countries we would write 16/10/96.

May I suggest we all use ISO format 1996-10-16 ? it can avoid cultural 
ambiguities if both day and month are <= 12, and it has a number of other 
advantages (for example, if you have many dates, alphabetical order matches  
date order, and numerical order too if you remove the dashes).

I have recounted recently, encouraged by the ballot practices in Florida ;-).
