Yes, in France it's an organisation like KDE e.V. which is for developers 
only. The alternative is a user organization where you can have member fees. 
The bad thing is, that you need to do more work for the latter.

At the KDE e.V. meeting in Hamburg we talked about the membership of other 
KDE-related non-profit organisations in the new bylaws.
