Concerning the file cups-util.c, at the time that code was written, it was not possible to request/send the CUPS configuration file through regular CUPS API,
which is the reason of the existence of that code. Now I guess this is possible so the cupsGetConf() and cupsPutConf() could probably re-written in terms of current CUPS API.
