There are still various categories of things that cannot fit under any of these licenses: (1) legal documents (such as licenses, statutes, etc.) (2) quotes and other press / marketing materials (e.g., we do not give permission for someone to change a KDE press release so it looks official but says KDE sucks or is otherwise false or misleading) (3) corporate logos and other images (4) things that lack a clear license, or a license is not available, but are otherwise important So perhaps these exceptions can be built in to solve this problem.
