Federal elections in the United States are held on the first Tuesday after the first \
Monday in November.  For the purposes of this file, that means the Tuesday on or \
after 11/2.

(I was incredibly disappointed that this was missing from my Plasma calendar. ;-)

Testing

edited the plan file locally and restarted plasma
verified that the 2014 election is listed as November 4 and that the 2016 election is \
listed as November 8 (not November 1!)
