Yes. It is documented on the wiki (on the page where it suggest how to reset 
the database). Right now some things (filters, favorites, per account 
trash/sent-mail/etc) are identified based on their id on the akonadi db. 
When you recreate the database, the id will point to a different folder, so 
the first thing you need to do after a db reset is to fix the config files.

At some point i'd like to see this fixed, as it can be a surprising 
behavior, although in a normal world you don't reset the db. But there is 
another use case: synchronizing the config files between computers *without* 
syncing the database as well.
