I think that the original idea was from Thomas McGuire when he was the
maintainer of KMail. Last year we had a GSoC project on the same subject but
that fell short of the original scope and the composer part is left.
I added the suggestion to the page and I haven't heard of anyone else who has
expressed their interest.
