The reason is that we prefer plain text over HTML. Why? Because!

Apparently, others prefer HTML. Why? Because!

It's a stalemate. There is no easy solution like simply changing the 
default.

BTW, did you have a look into KMail's Settings dialog? It gives a good 
reason for not using HTML. The frequent security updates of all major 
browsers show that this isn't just an academic argument but a very real 
one.

If you want to change the "default" then add a corresponding option to 
the first start wizard. If the wizard is aborted (which is what most 
experienced users will do) then it should default to off.
