I am pretty sure kmail can't use a PST file as its mail store, most
clients can use either maildir or mbox as the mailstore though. You
might be able to get outlook to use one of these formats.

If not, in windows you can probably set up a local imap server which
uses an mbox or maildir store.
Otherwise Thunderbird is available for windows which can use mbox as a
mailstore.
