I don't recall this, but it could be a good idea.

What I worked on (and finishing it off is on my to-do list) is updating the 
time zone which KSystemTimeZones::local() returns if the *system* time zone 
changes. The time zone used by PIM applications is independent of the system 
time zone (although it will often be the same, of course), so reacting to  a 
change in the PIM time zone setting is something different altogether.
