There are pros and cons for both approaches:
- If the list is expanded immediately then the users can remove selected 
recipients (e.g. when discussing a birthday present for one of the 
members of the list :-) )
- OTOH, if the list is expanded immediately then changes in the list are 
not applied to drafts or currently composed messages.

A suit-all solution would be adding the possibility to the composer to 
expand a list on demand, e.g. via an entry in the context menu. 
Alternatively, a "hidden" configuration option could be added in KDE 
3.5 which defaults to "deferred expansion". I personally like the first 
solution better, but for KDE 3.5 the second solution would also be 
acceptable.
