I think the instructions to your users should be something like this:

 - select Settings->Configure Calendar from KOrganizer's main menu
 - on the left-hand-side of the configure popup you will see Time&Date.  Select that.
 - set the Timezone (the first option)  to America/Montreal.  Click [OK]
 - a popup will appear asking if you want to keep the the absolute time of the items
   or move them.  Select [Keep Times]

Try that and see if it helps.
