That's exactly what the "normal sync, do backup" sync setting in KDE 3.2 will 
do. If the last sync happened with the same PC, the handheld stores which 
databases have changed, and so only those need to be downloaded. However, if 
the previous sync happened with a different PC, these flags are reset by the 
previous sync, so there is no way for KPilot to know which database have 
changed since the last sync with KPilot, so in that case all database will be 
downloaded again.
