Hmmm. I went looking for this, and as far as I can tell from the "Free 
Assocation" project on Sourceforge, libical is still basically a glorified 
lexer, and so it won't of itself help us.

I think that libkcal is going to have to be reorganised to handle timezones 
correctly. It would be good if someone could check my analysis here: if 
confirmed, its enough of an itch that I might (gulp) scratch it!
