Yes, right now you can "shift" all events to the new timezone. I.e. they have 
the same time in the new timezone as they had in the old time zone. This is 
needed or very useful if you had a wrong time zone setting and entered some 
events (e.g. one at 15:00, korg wrongly set to UTC). You can then simply 
change korg's time zone to CEST, and the event will be interpreted as 15:00 
CEST.

I'm not sure either, if this is really the expected behavior, but it has been 
for quite a while now (modulo the last year where time zones weren't 
respected at all for the calendar resources).
