Well, if you don't want the floating event to block the whole day then 
set it to "show as free". If you want it to block the whole day then 
set it to "show as busy".
Obviously birthdays and anniversaries should be set to "show as free".

If I go on a conference I want my colleagues to see that I'm not 
available, but I don't want to create an event which starts at 0:00 and 
ends at 23:59:59.999 for each day that I'm away. Instead I want to 
create a floating event because then I can still put events like 
"Departure from xyz", "Talk by abc", etc. in my time table without 
having a huge "conference" event take up all the available space.
