See the conduit howto in kdepim/kpilot/Documentation for the technical side of 
writing conduits. Basically, you can copy the code of the NULL conduit and 
replace the contents of the ::exec() function. Use fDevice->tickle() to keep 
the Pilot awake while KIO:get() (possibly) fetches the file. Then use 
pi_file_install() to write the file to the Pilot.

Alternatively, you could "liven up" the file installer part of KPilot, 
allowing you to drop URLs in it and adding a "keep installing this URL" flag.
