While somewhat silly, the subclass ALARM might take it
upon itself as a subclass to say that it do the work
to remove its support for COMMENT, or it just gets
allowed as one of the areas where it's not strictly
iCal compliant but takes it upon itself to never send
an ALARM with a Comment for compatibility purposes.

So I guess this means that while the base class supports
comments, VALARM takes it upon itself to add all
differences from the base class which mean adding the
removal of support for COMMENTS....

*shrug*

Why they didn't allow a comment in an ALARM seems strange
to me.  I haven't read the standard in a while, how are
custom "messages" to display to the user when the alarm
goes off handled?
