We already have this. The API is provided by libkabc for address books
and libkcal for calendar/todo/journal data. The storage backend is
provided by the KDE resource framework.

For KDE native C++ libraries are much more preferable. That doesn't mean
that we don't use C libraries if nothing else is available (e.g.
libical).
