Many distro's (like Debian, for example), take the latest BRANCH, not necessarily the tag'ed "release". Such that even if there is not an official release, they stil get all the backported fixes. Also, it gives people who compile their own a fixed version. And finally, if a security bug comes up that affects 3.1, there will be another release.
