To appease the peanut gallery, I did a fair chunk of hacking and ended up with 
the following 3 screenies (about 8k each):

The second one uses elements from Reinhold's revamped sync setup page 
(Reinhold: that's the .ui you sent me). I don't understand what emergency 
sync is supposed to mean. The third one shows the tooltip that shows up when 
hovering a conduit, and also what the embedded configuration widget looks 
like (this used to pop up as a dialog). I think it would look pretty good if 
I could just move "general" over to line up with the other conduit 
checkboxes, and could center the conduit config widget better. But i'm 
working on that ...
