Last time this was raised -- something with KPilot, though I don't remember
what exactly -- things got moved around until the dependency tree was pretty
flat again. It's policy, apparently, that kde* depends at most on kdebase,
and preferrably only on kdelibs. So in this case I'd argue on
kde-core-devel@kde.org that mimelib needs to be moved.
