With libkabc you have already your 'personal folder' with the file 
resource
or a 'public folder' with the ldap resource (will hopefully exit at the 
end of week).

I don't know how advanced control the access rights of public folder, 
but libkabc
can't do it, since you can't give a library admin access to a LDAP or 
SQL server.
Furthermore libkabc can't manage the users/group accounts like advance 
do, since
there is no central server, where all these informations are stored 
central.

You should look at the technical specs on the basic windows address
book here:

There are a number of good ideas there that could be incorporated
into libkabc and kaddressbook in an un-obtrusive manner.

If you add a user and folder field to the current libkabc backend design
and achieve multi-user capabilities without breaking backwards compatibility
or necessitating the need for user management.

You could then easily do a "public/shared folder" that could be used by
all users.  There is little security but no one said that a shared libkabc
backend was secure to begin with.

The other excellent idea that you should consider adding to libkabc
and kaddressbook that you can see in the windows address book is the
extentability through property sheets.  These would be plug-ins to
kaddressbook which allow editing/viewing of other contact properties
through the dynamic addition of tabs to the edit contact dialog.
