Not yet. I'm currently co-developing in kdelibs, for webdav support, and
in kdepim. This means that my patches for the exchange plugin often
don't
compile or don't work without the appropriate patches for webdav in
kdelibs.

When the interface to webdav functions (which we're discussing 
now in kfm-devel) has been decided upon and implemented, I'll put up
a patch. I hope before June 17th, so that it can go into 3.1. The
korganizer side is a plugin, without changes to the rest of korganizer
(so far), so there's not much danger there. The kio side is tougher,
with changes to the http kioslave and maybe more.
