Which version of KDE are we talking about? I tried to fix this very problem 
last week in CVS. 

In case you are experiencing this problem with a recent CVS, does it help if 
you replace all occurances of CFLAGS with CPPFLAGS in 
kdepim/kpilot/configure.in.in and rerun "make -f Makefile.cvs" ?
