Not without a wrapper DSO. The init() function needs to be implemented
in C to return the Applet pointer -- it'd be a 50-line effort.

It's a matter of including perl.h and setting up a quick eval() of
something simple like "use PanelApplet; $applet = PanelApplet->new;
Qt::_internal::sv_to_ptr( $applet )"
