plasma ship there own icons and as all other kf5 applications the master
section for icons are in the system settings defined.

The problem is that some distributions ship there own plasma theme (with
icons) but use breeze-icons as there icon set. so if they add an
distribution specific plasma icon which is already in breeze-icons
(/usr/share/icons/breeze) they have to fork breeze-icons and remove the
icon from /usr/share/icons/breeze.

I'm a big fan that the master section for icons is /usr/share/icons but
maybe for plasma it would be better to use the icons from the plasma theme
first.
