Hi all , now I'm having trouble installing the packages kffmpegthumbnailer

Is it because I'm using kubuntu 13.10 ? I was able to install these
packages in Ubuntu 12.04 LTS .
As a matter of fact , I'm unable to install even xchat !!! (
