i don't think that any specification that does not let the application draw 
the menu itself (the menu -bar- might be another matter) is not going to 
suffice. it has been hard enough to make the compromises necessary to make 
that happen with the much easier to tightly define system tray entries 
(KNotificationItem). i simply do not see that happening with applications.
