yes.

Ok, I had this issue before, but on a lot of lists, now I only saw it on that 
one.

Yes, but why should one build a broken plasmoid by default? May I disable it 
in the CMakeList.txt?

But it's not consistent. If something looks the same it should behave the same 
way, i.e. either borders never work for dragging or always work.

Yes, the already open one is put into the background and a second one opens on 
the dashboard. Usually only one instance of that window is allowed.
