this, on the other hand, is not. it was done this way specifically to improve 
perceived performance. when a user has to wait a few seconds for something to 
appear it feels "slow", if they get immediate feedback then it feels like 
it's doing something and more responsive. if we could get loading of that 
dialog on a low-to-mid-end machine down <.3s we could just show it, but that 
doesn't seem to be realistic at this point.

i will revert this.
