Hm. the -F looks very high, maybe this triggers a bug in
the sounddriver?

kill artsd and just restart it without parameter.
Or maybe a debug level (-l0 I think???)

Then try to play a .wav (instead of an mp3)

You can try:

mpeglibartsplay /full/path/a.wav

or 

artsplay /full/path/a.wav
