I noatun winamp-skin loader plugin is availible here:

It's effectively done, but currently doesn't compile thanks to API changes. 
Small problem :)

I want to import this plugin to the cvs, and distribute it.  But we do have a 
feature and documentation freeze coming up, which is the problem.

The author should have no problem with this.
