Yes, according to the MIDI specification note off messages have a velocity parameter. It may be used, for example, by stringed instrument sounds to determine a level of fade out in the sound. Of course there is also the note on with velocity zero which counts as a note off. This is used to exploit running status (where you don't need to repeat a MIDI status byte) and save cable bandwidth.
