If you want a broken implementation (turning down the volume in one noatun
will also affect all other apps), you can use the same stuff artscontrol
uses. Then it will be at least network transparent & hardware independant
broken. ;-)

Regarding a proper implementation, you can either try to write a right one
for aRts yourself, which involves

a) making noatun an AudioClient (see AudioManager interface)
b) supply a way to bind StereoEffects to a client
c) supply a way to create PlayObjects dedicated to a client

or wait until I do b) and c). Which will probably be before KDE2.0, but not
necessarily tomorrow.
