Some distributions consider it to be too much of a legal risk and won't do it. So having a separate library that could be built and installed independently of the rest of kdemultimedia would allow distributions to avoid the legal risk while still allowing individual users or third-party repositories to provide support separately. Looking at the cmake output, it looks like Lame support is included without needed to build against lame.
