I'm not sure how to create an XML file for KVideoWidget, but you can use the 
actions like the Simple Noatun GUI plugin. Just add the actions from the 
KVideoWidget to the actionCollection() of the UI.

actionCollection()->insert( videoWidget->action( "fullscreen_mode" ) );
