Ugh.  '/usr/bin/artsdsp' et al from 'arts-2.2-11' rpm installed by RedHat 7.2 
installer when I specifically specified no kde ( since it was old already ).  
I didn't think to look anywhere but the prefix path used when compiling.

I uninstalled that rpm and everything is good.
