Well, like many things this depends on the implementation.  In id3lib and in 
most id3v2 implementations when a tag is written it is also padded with blank 
space (up to 2k) to leave room for further revisions without having to move 
the file around.

So, no, if you change one letter, or add one frame or even add five frames it 
probably won't need to move the rest of the file around.  

The reason that it's organized this way is for streaming.  If you want to be 
able to identify an mp3 stream the content description should be at the 
beginning of the file.
