Yes, https://mail.kde.org/mailman/listinfo/kde-packager is a very good list to be on.
You meet all sorts of guys from different distros and some very cluey KDE people
too.  IIRC it is quite an exclusive club, but I am sure you will be welcomed if you
just introduce yourself and say what you do.

It might also be worth having a look at
https://mail.kde.org/mailman/listinfo/kde-buildsystem archive to see if that list
can help you.  It's about how KDE builds and CMake macros work internally.
