I like that idea a lot. The current system, which Windows XP copied (Or
vice-versa, I dunno), can be a little annoying at times, but the 
example you illustrated looks a lot better. A cool thing would be if
when you minimized an application, it's task bar area "collapsed" to
just the one icon. When you switch back to it, it expands again, and the
other programs areas all collapse into just the icons. 

i.e. When your using Konqueror, all your browser windows are displayed
individually on the taskbar, and all other apps are groups into the one
icon. When you switch to another program, all Konquerors windows get
grouped into the one icon, and the other programs icon opens up to
display all the windows.  (It would also be great if this feature didn't
turn on until the task bar became cluttered as well). You should also
have the option of making a particular window stay visible no matter
what.
